Is it okay if I transfer my domain before 60 days?

I want my domain name transferred. I got it from Yahoo, but they say that you cannot transfer it before 60 days of the register date. If I attempt to transfer it and succeed, will the ICANN get at me? Will it fail to transfer it? Will I be fined? Bottom line will anything bad happen to me if I do transfer it?

    You can transfer your domain name before 60 days and you will not be fined or punished in an way
