Some ISP’s like AIT and others, will hold a domain name for 30 days past the expiration date so the owner can renew the domain, they call it a courtesy. Hmmm….. After that time the release the domain name………

After a domain name expires it will go through the expiration process which gives the original owner a 30 day grace period to renew the name followed by a 30 day redemption period again for the original owner only. About 5 days after that the expired name will drop back into circulation for the general public.
The best ways to obtain an expired name is to use a drop catcher to get the name for you. The most popular are:
http://www.namejet.com/
http://www.snapnames.com/
http://www.pool.com/
and http://www.godaddy.com/ if the name is registered there.
