Who owns the domain names for Web Addresses?
Suppose that I want to create a website and register it to a web address that I come up with. Who would I buy that www address from? And how did this company get ownership of that web address to begin with?

hi, i m listing two options for your questions
1) if you want to create a website and you dont have a domain name just visit a domain registration website such as http://www.namecheapdomains.com and register your domain name
2) all the registrars connect directly to the database of ICANN http://www.icann.org the Internet Corporation for Assigned Names and Numbers (ICANN), the organisation responsible for assignning domain names, when you search for a domain name the registrar connects to ICANN and checks for availability. if its available you register it and the ICANN database is updated with you as the owner

ICANN is the organaisation which owns the web space, these domain name registers such as http://www.tucktail.com/ buy space for names from ICANN and sell them to users

you need to understand domains and sub domains.
a domain look like this
http://www.yourdomain.com
http://www.yourdomain.co.in
http://www.yourdomain.co.uk
the above mentioned are domain if you register or buy such domains you will be the sole owner of the domain.
but there are sites like blogger, yoga and many more..
who are offering site names like
http://www.yourdomain.yola.com
http://www.yourdomain.bloggers.com
these are not domains these are sub-domains and these are hosted and owned by the real site owner
http://www.yolga.com
http://www.bloggers.com
not by you as in this case no new site name or domain name created.

You can buy web addresses from domain registars. If a person previously registered the domain you want, they own it. If it has never been registered, then you can register it for a year from Microsoft Office Live Small Business for just $15 a year, which also includes hosting and the use of their templates to build out your site.
